I know this is an old photo, but I just now saw it. I got sort of a strange feeling about this one, but my basic impression is that whoever or whatever made it, intended it as a warning about the "grey aliens" and that this was not made by "greys" themselves.
The circle is actually binary code (100011001) used by computer programmers to replace text. The message contained in the circle is as follows.
"Beware the bearers of FALSE gifts & their BROKEN PROMISES. Much PAIN but still time. (Damaged Word). There is GOOD out there.We Oppose DECEPTION. Conduit CLOSING (BELL SOUND)"
